We can equate both ratios to get the following:

(8)/(24)=(12)/(28)

then, if we cross multiply, we have:

\begin{gathered} (8)/(24)=(12)/(28) \\ \Rightarrow8(28)=12(24) \\ \Rightarrow224=288 \end{gathered}

we have that 224 equals 288, which is false, therefore, the two ratios are not proportional
