3-2x=-1.5x

Simplify both sides:

3+-2x=-1.5x

-2x+3=-1.5x

Add 1.5x to both sides:

-2x+3+1.5x=-1.5x+1.5x

-0.5x+3=0

Subtract 3 from both sides:

-0.5x+3-3=0-3

-0.5x=-3

Divide both sides by -0.5:

(-0.5x)/(-0.5) =(-3)/(-0.5)

\fbox{x=6}

Hope this helps!
