Using the two point form the equation of line can be determined as,


\begin{gathered} (y-1)/(x-0)=(3-1)/(2-0) \\ y=x+1 \end{gathered}

The value of y when x=3.5 can be determined as,


\begin{gathered} y=3.5+1 \\ y=4.5 \end{gathered}

Thus, the requried value of y is 4.5.
