Rate of change is:

m=(y_2-y_1)/(x_2-x_1)

Choose any two point and hours represent x and miles represent y so :

\begin{gathered} (x_1,y_1)=(1,15)_{} \\ (x_2,y_2)=(2,30) \end{gathered}

So rate of change is:

\begin{gathered} m=(y_2-y_1)/(x_2-x_1) \\ m=(30-15)/(2-1) \\ m=(15)/(1) \\ m=15 \end{gathered}

The rate of change is 15.
