the equation of a line is:

y=mx+b

where m is the slope and b is the intercept with the y axis so we can replace the coordinate and the slope to find b so:

5=(1)/(3)(-2)+b

and we solve for b so:

\begin{gathered} 5+(2)/(3)=b \\ (17)/(3)=b \end{gathered}

so the equation will be:

y=(1)/(3)x+(17)/(3)
