≈ 5.3 cm.

Explanation:

If 1 cm. represents 75 km. then dividing that by 400 to get 5.3333.. or just 5.3, we can safely say that on a map, two towns that would be 400 km. apart, would only appear a bit over 5 cm. apart on a map!
