First we know that the new line is perpendicular to:


y=(1)/(8)x+2

So our new slope will be the negative reciproc of the slope so


m=-8

Now we can replace the coordinate in our new equation to find b so:


\begin{gathered} y=-8x+b \\ -5=-8(1)+b \\ b=8-5 \\ b=3 \end{gathered}

So the final equation is:


y=-8x+3
