1. In times of extreme national emergency, should any of the powers denied to Congress be allowed, just temporarily, to ensure the safety of U.S. citizens? For example, after thousands of innocent people were killed in the 2001 terrorist attack on the World Trade Center in New York City, should the Congress have temporarily been given the power to suspend writs of habeas corpus with regard to suspend terrorists?

2. Our legislature is modeled on the British Parliament, which also has two houses--the house of Lords, or upper house, and the house of Commons, or lower house. While we have no aristocracy in the United States, can you think of any reason for identifying the U.S. Senate as the upper house of our legislature and the house of House of Representatives as the lower house?
