(x -a)² + (y -b)² = r²

In the given question, point ( -3, 4) and radius r = 3

(x -(-3))² + (y - 4)² = 3²

(x +3)² + (y -4)² = 9

Equation with center (-3, 4) and radius length3 is : (x +3)² + (y -4)² = 9
