To express this situation let x be the number of rides you take in the hot fair.

To x we have to multiply the cost of each ride and add the cost of admission to the fair, this can be writeen as

1.75x+12.99

Since you can expend a maximum of 35, the inequality representing this problem is

1.75x+12.99\leq35

Solving the inequality we have

\begin{gathered} 1.75x+12.99\leq35 \\ 1.75x\leq35-12.99 \\ 1.75x\leq22.01 \\ x\leq(22.01)/(1.75) \\ x\leq12.58 \end{gathered}

Since we can't take a decimal part of a ride, the maximum number of rides you can take is 12.
