Neighbor angles sumed up = 180 °

Then

Angle a = 180 - 71= 109°

Now apply rule

Sum of internal angles = 360°

So then

(10x + 6) + 109 + ( 8x - 1) + (13x - 2) = 360

(10x + 8x + 13x) = 360 - 6 - 109 + 1 + 2

31x = 248

x = 248/31= 8

Then ANSWER IS

x = 8
