Let's write out our function:

p(m)=2m^2-4m+3

We want to calculate the value of p at the absolute value of -3. Let us remember that the absolute value of any negative number is just the number without its negative sign; namely,

|-3|=3

This means that what we really need to calculate is p(3). Now,

p(3)=2(3)^2-4(3)+3=2\cdot9-12+3=18-9=9

Then,

p(|-3|)=9

The answer is A.
