Let x be the total number of questions.

Since we know that 60% is equal to 9 questions of the exam we have the equation:


0.6x=9

where, as we stated above, x represents the total number of questions.

Solving for x we have:


\begin{gathered} \text{0}.6x=9 \\ x=(9)/(0.6) \\ x=15 \end{gathered}

therefore the exam has 15 questions.
