All the four gas giants have rings and moons. Being theorized that the rings of Uranus, Neptune, and Jupiter are probebly a result of a meteor impact on their tiny inner satellites, forming rocky debris and dust that conitues to orbit the planet, while Saturn rings are made mostly of ice. however there is many theories, making difficult to be sure how those rings are formed. Between the alternatives the only that is not a hypothesis for why the gas planets have rings is: " Orbiting debris from the planet's formation did not have enough gravity to form moons" (b).
