let x be the number of pairs of sandals and y the number of pair of shoes

we get that


\begin{gathered} x+y=32 \\ 7x=y\rightarrow x+7x=32\rightarrow x=(32)/(8)=4\rightarrow y=32-4=28 \end{gathered}
