We have the next equation

3x-6y=-1

in order to solve for y, we need to clear y

\begin{gathered} -6y=-1-3x \\ y=(1)/(6)+(3)/(6)x \\ y=(1)/(2)x+(1)/(6) \end{gathered}

the solution for y is

y=(1)/(2)x+(1)/(6)
