40-y>18.60

1) Since we don't know exactly how much Pam has now, and she spent y (dollars) in the carnival, we can write out the following inequality:


\begin{gathered} 40-y>18.60 \\ -y>-40+18.6 \\ -y>-21.4 \\ y<21.4 \end{gathered}

Note that when we divided the whole inequality by -1, we flip the sign.

So, we can conclude that She spent less than $21.4 and more than $18.60.

2) So the inequality is:
