So we have two tables of values. Each table has two columns and 6 rows that define 6 different points. The value in the first column of each gives you the coordinate x of the point whereas the second column gives you the coordinate y. Using these two values you can draw the point in the grid. This grid is composed of two perpendicular axis, one for the x values (the horizontal) and the other for the y values (the vertical). For example, if we want to draw the point (10,-4) we have to mark number 10 in the horizontal axis and -4 in the vertical one. The x value 10 is ten units at the right of the origin of coordinates (i.e. the point where the two axis intercept each other) whereas the y value -4 is four units below the origin. So positive x values are at the right of the origin and negative x values are at its left. Positive y values are above the origin whereas negative y values are below the origin. With all these in mind you should sketch something like this:

Where I also draw the line y=3 in green. As you can see, all the points with negative y values are below the x axis since the y values in the y axis are below the origin.
