You have a rectangular picture with the following sides:

-t: tall = 14 1/2

-w: wide = 11 1/2

You first exprese the previous numbers as normal fractions:

\begin{gathered} 14\text{ }(1)/(2)=(14)/(1)+(1)/(2)=(28+1)/(2)=(29)/(2) \\ 11(1)/(2)=(11)/(1)+(1)/(2)=(22+1)/(2)=(23)/(2) \end{gathered}

Next, you use the following formula for the perimeters of a rectangle

P=2t+2w

By replacing the values of t and w you obtain:

P=2((29)/(2))+2((23)/(2))=29+23=52

Hence, the perimeter of the given rectangle is 52 inches
