Answer: y=10/3x-14

Explanation:

convert y-7=10/3(x+1) into y=mx+b (lope intercept form)

y=10/3x+8

if m= 10/3 and it's parallel that means the slope stays the same

plug in point (-6,6) for (x,y) into y=mx+b to find b (y-intercept)

6=10/3(-6)+b

6= -19.99 +b

b= -13.99= -14

so y=10/3x-14
