To find the ratio:

For each book , cost goes up by $3

21 / 7 = 3

24 - 21 = 3

27 - 24 = 3

For 1 book.

1 x 3 = 3

2 x 3 = 6

3 x 3 = 9

(1,3) , (2,6 ) , (3,9)
