take one of the coordinates as a referal point.

A=(-1,-5)

since -1 is 5 units away to the left from x=4, the reflection has to be 4 units away to the right.

A'=(9,-5)

apply the same principal for the second reflection; 9 is 7 units to the right from x=2, the reflection has to be 7 units to the left.

A''=(-5,-5)

after this we can see that this could have been done by making a translation 4 to the left.
