we have that

the probability that choose a a red tie is

P=1/3

the probabiity that choose a blue shirt is

P=1/2

so

the probability that choose to wear a red tie with his blue shirt is

P=(1/3)(1/2)

P=1/6 or P=16.67%

are independent events
