4. y < -1/2x+6

slope-intercept form:

y= mx+b

Where:

m= slope ( rise y over run x )

b= y-intercept ( where the function crosses the y-axis)

For our case:

m= -1/2 ( for every 2 units to the right along the x-axis, the function goes down 1 unit)

b= 6

Since y < ( less than) the solution is below the function , and the line is represented with a dashed line.,
