we graph each ordered pair of the table above

When we draw a vertical line in order to have a function we can't touch two or more points we only can touch one point as we can see in our case the relation has two points on -2 therefore when we draw the vertical line will touch 2 points, therefore, we don't have a function and only we have a relation
