a rhombus has all its sides equal, therefore

AD=AB

solve the equality


\begin{gathered} 4x-2=3x+1 \\ 4x-3x=1+2 \\ x=3 \end{gathered}

the value of x is 3, to find the measure of a side I will replace x=3 on any equation


4(3)-2=10

the measure of a side is 10

the perimeter is the sum of alla sides, 4 on this case, so


10+10+10+10=40

the perimeter is 40 units
