step 1

If two lines are parallel, then their slopes are equal

that means

the slope of teh parallel line is equal to

m=-1/4

step 2

Find the equation of the line in slope intercept form

y=mx+b

we have

m=-1/4

point (-4,3)

substitute

3=(-1/4)(-4)+b

solve for b

3=1+b

b=2

therefore

the equation is

y=(-1/4)x+2
