The coordinates of the triangle will be as follows:

we will dilate the triangle about the origin with a scale factor of 0.5

The rule of dilation will be:


(x,y)\rightarrow r(x,y)=(rx,ry)

The image of the triangle after dilation will be A'B'C'

The coordinates of the triangle A'B'C' will be as follows:


\begin{gathered} A^(\prime)=0.5\cdot(-2,3)=(-1-1.5) \\ B^(\prime)=0.5\cdot(-2,-1)=(-1,-0.5) \\ C^(\prime)=0.5\cdot(2,-1)=(1,-0.5) \end{gathered}
