Let y be the amount of bleach and x be the amount of water. Since the relation between them is a proportional relation and the constant of proportionality is 1/3, then:

y=(1)/(3)x

Since the amount of bleach used is 5 quarts, then y=5. Isolate x to find the amount of water needed:

\begin{gathered} 5=(1)/(3)x \\ \Rightarrow x=5*3 \\ \therefore x=15 \end{gathered}

Therefore, 15 gallons of water are needed.
