The rate of the plane is basically the speed of the plane, the speed is given by:


v=(d)/(t)

Where:

v = Speed

d = Distance

t = Time

So:

Against the wind:


\begin{gathered} v=(1740)/(3) \\ v=580\frac{\operatorname{km}}{h} \end{gathered}

With the wind:


\begin{gathered} v=(6720)/(8) \\ v=840\frac{\operatorname{km}}{h} \end{gathered}

The rate of the plane is:

(840+580)/2 = 710 km/h

The rate of the wind is:

(840-580)/2 = 130 km/h
