The gym manager only surveyed part of the population of the gym. She only surveyed the morning clients. Therefore, we can say that:

She needed a representative sample: Some people that go to the gym in the morning, in the afternoon, in the evening, that is, throughout the day. She doesn't need to ask the whole population to have a representative conclusion.

Therefore, the answer to this question is option D (described above).
