The correlation coefficient of 0.00 means that the data points do not have a line of best fit.

If we set r = 0.00, the data points we will get not follow any linear relationship, and therefore, there will not by any line fitting the data.

The correlation coefficient tells us how much a data set fits the least-squares line - it does not tell us what its slope or y-intercept will be. Therefore we can, for a given correlation coefficient, produce a varied set of least square lines, each with different slope and y-intercept.
