we convert the equation to the form y = mx + b, this is

\begin{gathered} x-3y=24 \\ x-3y+3y=24+3y \\ x=24+3y \\ x-24=24+3y-24 \\ x-24=3y \\ (x)/(3)-(24)/(3)=(3y)/(3) \\ y=(1)/(3)x-8 \end{gathered}

the slope of two parallel lines is equal, therefore

m = 1/3

then the equation is:

y=(1)/(3)x+3
