Nitrate (NO3-) has three oxigens that "do not like to share" their electrons. Therefore, we could say Nitrate is oxidized. Since N2 has not any radical/different atom, its electrons are equally shared among Nitrogen atoms, so we could say it is a reduced form. So, from NO3- to N2 we could say occurs a reducing process, that is, the N gains electrons.
