We can use the rule of three to solve this.

If 60 cookies need 4 cups of flour, then 90 cookies will need x cups of flour:

\begin{gathered} 60\text{ cookies}\longrightarrow4\text{ cups} \\ 90\text{ cookies}\longrightarrow x=90\text{ cookies}\cdot\frac{4\text{ cups}}{60\text{ cookies}}=6\text{ cups} \end{gathered}

Answer: we will need 6 cups of flour for 90 cookies.
