To find the fuel effiency you calculate the slope of each model (m), use the next formula:


m=(y_2-y_1)/(x_2-x_1)

Take x as the gallons and y as the distance

Model A:


m=\frac{60mi-30mi}{1.4gal-0.7\text{gal}}=\frac{30mi}{0.7\text{gal}}\approx42.86(mi)/(gal)

Model B:


m=\frac{40mi-20mi}{3.0gal-1.5\text{gal}}=(20mi)/(1.5gal)\approx13.33(mi)/(gal)

Then, model A have a fuel effiency of 42.86 mi/gal and model B of 13.33 mi/gal

The best fuel effiency is 42.86 miles per gallon (model A)
