If the function f(x) is translated h units right and k units up, then its image will be

f^(\prime)(x)=f(x-h)+k

Since the parent function is

g(x)=(3)/(x)

Since the function after translation is

g(x)=(3)/(x-4)+5

Then x is changed to x - 4 (x - h)

The function added by 5 ( k = 5)

That means the graph of g(x) = 3/x is translated

4 units right and 5 units up

Then the answer should be

It is a translation of g(x) = 3/x, 4 units right and 5 units up

The last choice
