Given the equation of the line : 2y = 5

so,

\begin{gathered} y=(5)/(2) \\ y=2.5 \end{gathered}

This a special case line , it is a horizontal line , it will be parallel to x - axis

As the coefficient of x not appear in the equation , it will be equal zero

The general slope intercept form is :

y=m\cdot x+b

Where m is the slope and b is y - intercept

Compare the general form with the given equation :

So, the slope = 0

And the equation will be : y = b

Substitute with given point ( 5 , -6 )

so, the equation will be :

y=-6
