If two lines in space do not intersect that doesn't mean that they are parallel. That rule only apply on the plane. An example of this is the following. Think on a line that is parallel to the z axis (the vertical one), that passes through two of the octants, now think on a line that is parallel to the x axis, that does not passes through the octants of the first line. This lines will not intersect and they are not parallel.
