Part a.

From the given information, the graphs is given by

This graph is half of the entire parabola


f(x)=x^2-2

but x only takes negative values and zero.

Part b

In order to check if the given relation represents a function, we can use the vertical line test, which consists in drawing vertical lines as follows:

Since every line intersects the graph only once, the relation (half parabola) represents a function.

Now, in order to check if the function is one-to-one, we can use the horizontal test which consists in drawing horizontal lines and see if such lines touch the graph only once, that is,

Since every line touches the graph only once, then the graph represents a one-to-one function.
