Remember that

If two angles are complementary, then their sum is equal to 90 degrees

In this problem

m<1 and m<2 are complementary angles

that means

m<1+m<2=90 degrees

we have

m<1=23 degrees

m<2+23=90

m<2=90-23

m<2=67 degrees
