y=2x-3 is a linear equation. To completely define a line on the plane, we need two points on it. To find those two points, we can set x=0 and x=1 and solve for y as shown below


\begin{gathered} x=0 \\ \Rightarrow y=2\cdot0-3=-3 \\ \Rightarrow(0,-3) \\ x=1 \\ \Rightarrow y=2\cdot1-3=-1 \\ \Rightarrow(1,-1) \end{gathered}

Draw both points on the plane and, then, draw a line that crosses them, as in the image below
