\begin{gathered} (0.7x-2.1)-(0.5-2x)=0.9(3x-1)+0.1 \\ 0.7x-2.1-0.5+2x=0.9\cdot3x-0.9\cdot1+0.1 \end{gathered}
0.7x-2.1-0.5+2x=2.7x-0.9+0.1

Then, we have to add like terms on each side,


\begin{gathered} (0.7x+2x)+(-2.1-0.5)=2.7x+(-0.9+0.1) \\ 2.7x-2.6=2.7x-0.8 \end{gathered}
