For this case we have the following equation given:

12x - 14y = -1

We need to write the following expression in this form:

y = mx +b

And if we solve for it we have:

12x +1 = 14y

Then if we divide both sides by 14 we got:

y = 12/14 x + 1/14

And if we simplify we got:

y = 6/7 x + 1/14
