The equation of line that passes through (-1, -2) and (4, 3) is given as:

\begin{gathered} ((x-(-1)))/(4-(-1))=((y-(-2)))/(3-(-2)) \\ (x+1)/(5)=(y+2)/(5) \\ x+1=y+2 \\ x=y+1 \\ \end{gathered}

To check if the point (3, 1) passes through this line.

3\\e1+1

Hence the point does not lie on the line.
