In this problem we have a vertical parabola open upward

the vertex represents the absolute minimum

Looking at the graph

the vertex is the point (1,-3)

therefore

the function is increasing at the interval (1, infinite)

the function is decreasing at the interval (-infinite, 1)

the absolute minimum is (1,-3)
