Explanation:

I believe this is true because for David,

6% of 86$ is 5.16$

so 86 + sales tax (which is 5.16) = 91.16$

David only has 90$ so he can't afford the sneakers. They are 1.16$ over his budget.

While for Vincent,

9% of 86$ is 7.74$

so 86 + sales tax (which in this case is 7.74) = 93.74

Vincent has 95$ to spend so he can afford the shoes.
