Remember from now on ;

1 ) The coefficient of x in this form of equations * y = ax + b * is the slope of the function which is a .

2 ) Where ever you wanna find the y-intercept you must to put 0 instead of x and find the y's value ;

Or on the other hand we can say the b or the lonely number in this form of equations * y = ax + b * , is the y-intercept of the function.

And


y = - 3x - 4


y = - 3 * (0) - 4


y = 0 - 4


y = - 4

Thus the second option is the correct one.
