To solve this question we will use the following diagram:

From the above diagram we get:

\cos 38^(\circ)=(x)/(1m)\text{.}

Therefore:

x=\cos 38^(\circ)m\text{.}

Since each panel must be separated by 0.3m, we get that the number of panels that we can put in 21 meters is:

(21m)/(\cos38^(\circ)m+0.3m)\approx19.3\approx19.

Answer: 19 panels will fit along the 21m side.
