\begin{gathered} 0.25x+13=4(x-8) \\ 0.25x+13=4x-32 \\ 4x-0.25x=13+32 \\ 3.75x=45 \\ x=(45)/(3.75) \\ x=12 \end{gathered}

Then, x must be 12.
